Setting your Bid Deviation to X% will make sure adCore does not touch keywords/placements that are already performing within ± X% of your goal.
You have set the CPA goal to $10
You set the Bid Deviation to 5%
$10.00 ± 5% gives you the following range:
$9.5 <------- $10 -------->$10.5
If the current keywords and placements are preforming within this range of a CPA, the algorithm will not change the bids.
*Note: It is recommended to have a min bid deviation of at least 5%. Keep in mind that if your keywords are preforming closely to your goals, it is better to let them be. (If it aint broke, don’t fix it)
